Change in quotas allows horse mackerel fishery reopening

After holding discussions with representatives of the Association of Purse Ship Owners of Galicia (ACERGA), the Ministry of Agriculture, Food and Environment (MAGRAMA) has agreed to cede 500 tonnes of horse mackerel in exchange for 500 tonnes of mackerel allocated to the fleet managed by that organization.

This quota exchange will make it possible to reopen the horse mackerel fishery in both the northern zone (zone 8c) and in the southern part of Galicia (zone 9a).

The Ministry has decided to authorize this quota exchange to allow the resumption of activity of a fleet had stopped due to exhaustion of its horse mackerel quota, and to maximize, in this way, the use of the Spanish quota of this pelagic resource.

In addition, the ministerial authorities stress that an overall benefit is achieved, as the counterpart of quota, 500 tonnes of mackerel that has not been caught by this fleet, will be used to reduce the penalty for mackerel to which the Spanish fleet had been subjected due to overfishing in 2009 and 2010. This benefit will affect the entire fleet of the Cantabrian and Northwest areas, which will have more fishing opportunities for next year.

Furthermore, as it was confirmed at the meeting with representatives of ACERGA on 23 October, once the fishing season is finished this year, and after the implementation of the Management Plan for ships from the censuses of the Northwest Bay of Biscay Fishing Grounds during the years 2014 and 2015, all the stakeholders will be convened (different sectors and autonomous regions), to assess the effectiveness of the measures outlined in that Plan.

With this, the Ministry pursues the optimal use of all fishing opportunities allocated to Spain and their full consumption, and to this end, it will seek the maximum consensus on measures to be taken to improve the use of quotas.
