An increasing number of homeless people is setting up camp in public spaces along the Yuba and Feather rivers in Yuba and Sutter counties.

Many of the camps are in seldom used sections of the river, or hidden just out of view down an embankment, but their presence sometimes clashes with people trying to use the public land, and their camps create environmental hazards. Larry Bergkamp of Yuba City and his children used to run and ride bicycles along the levee between Mosquito Beach and Shanghai Bend, but as the number of encampments grew, he stopped using that stretch of the Feather River.
