SENATOR Franklin Drilon named and appointed Department of Social Welfare and Development (DSWD) assistant Regional Director Joel Galicia as the “Action Man” in the rehabilitation of more than 44,000 families affected by Tropical Storm “Quinta.”

Galicia will work closely with DSWD Undersecretary Parisya Taradji in formulating a core shelter program for 1,279 victims who were rendered homeless by Quinta.

A damage assessment meeting was held Saturday with representatives of the Department of Agriculture (DA), Department of Public Works and Highways (DPWH) and DSWD.

The municipality of Calinog, Iloilo reported that 1,200 houses, mostly along the Jalaur River banks, were destroyed by flashfloods in the Christmas Day rampage.

Calinog Mayor Alex Centina said the municipality has 59 barangays and not one was spared with waist-deep waters in the plaza, church, public market and the houses.

Galicia was instructed to validate the report so that immediate action will be taken by the DSWD for the implementation of the core shelter program in areas heavily affected by the typhoon and flashfloods.

Under the core shelter program, each house unit will cost some P70,000 each and the local government unit (LGU) will have to provide the lot for the housing project.

In Iloilo City, DSWD is currently implementing a P100 million core shelter program at Sooc, Arevalo for more than 1,000 dislocated families along the Iloilo River, Batiano River and other danger zone areas.

Drilon said the immediate rehabilitation will start in the building of transition houses for the typhoon victims until the construction of houses are completed. (Lydia C. Pendon)
