The Pons 40 HP Tuenti rider set a time of a minute 37.816 seconds, which put him 0.057 ahead of Marc VDS Racing’s Redding.
Claudio Corti was next in the list for Italtrans Racing as Kalex bikes locked out the top three places.
Moto2 championship leader Marc Marquez was fourth quickest.
Portuguese Miguel Oliveira led third practice for the Moto3 race at Le Mans.
The Estrella Galicia 0,0 rider beat Spain’s Maverick Viñales into second in the timesheets.
Oliveira’s time of a minute 44.381 seconds was two-tenths slower than the fastest time of the weekend so far set by Blusens Avintia’s Viñales in FP2.
Viñales also topped the first session.
Romano Fenati was third for Team Italia FMI as Honda bikes occupied the top four spots.
Championship leader Sandro Cortese, whose FP2 had ended prematurely, was down in sixth.
